Custom Blackout Periods

Would really like to see the option in risk settings to set certain times as blackout periods. It would be great to be able to set multiple of these and to have some that are daily as well as the ability to set a blackout period that only applies to the current session.

The behavior should be liquidate and block until the blackout period is over

e.g.

Set a daily blackout from 2:50-3:10pm CT

Set a blackout in the current session from 1:25-1:35pm CT for FOMC notes release
