Lockout applied to ineligible account by mistake

I tried to manual lockout my XFA in a recently reloaded tab. The reload had somehow switched accounts to an old ineligible Combine and the lockout was applied to that account, not my XFA.


Why would the platform:
A. default to an ineligible account over an active account?
B. allow manual lockout on an ineligible account?
