Personal DLL: delay changes to end of day.

The feature is perfect in theory, but people that have trouble respecting a personal DLL can cheat and just go into settings and remove their limit "temporarily" when they get close to it (I just did it today lol and I'm sure I'm not alone).

However: if changes were not effective before end of day, this feature would become truly effective.
